ITANAGAR, Jul 18: The SJETA Department has said that those who applied for scholarships under the Post Matric scheme of the Ministry of Tribal Affairs need not worry about funds being diverted and that it will be released with fulfilment of formalities by the government.

Meanwhile, the Joint Interim Committee (JIC) has threatened to organized highway 'Chakka Jam' in front of the Civil Secretariat on July 20 to register its protest against alleged anomaly in disbursement of students' scholarships.
The unspent balance shall remain in the Government Treasury and is accounted for by the Government of India in future releases, the department said.
The department also informed that there are about 2000 students out of 22564 applicants whose names are being verified from the lists provided by the Directorate of Higher & Technical Education and the scholarship shall be disbursed shortly. There is no requirement of NOC.
However, some students who have SBI Accounts have given incorrect A/C Nos. or Accounts that has been closed, for which a list is displayed on the notice board of SJETA Department and also available at www. arunachalpradesh.gov.in.
Applicants should provide correct Bank Account numbers and activate their dormant accounts at the earliest to get their stipends.
For students who have A/Cs in Banks other than SBI, Scholarships have been sanctioned and the credit shall reach by 21/7/2017.
There are 290 students who have applied from more than one college simultaneously and are therefore ineligible.
1463 number of Students have taken NOC from SJETA Department to avail stipend from Higher& Technical Education department hence will not avail scholarship.

released and entitlement as applicable for 2016-
JIC in its complaint letter addressed to the Chief Minister and Secretary (SJETA) stated that the Secretary and Director of SJETA had promised in a meeting on July 3 that the scholarship amounts will be disbursed as per the norms. But the students are being provided scholarship of Rs 4,000, 9,000, 17,000, 50,000, 59,000 as against the norms.
As per norms, JIC claimed, Rs 26,000 for non technical students, Rs 53,000 to 63,000 for technical students, LLB etc., Rs 65,000 and above for medical and nursing students should have been provided.
Meanwhile, All Arunachal Pradesh Students' Union (AAPSU) has enquired about the reported disparity in disbursement of scholarships to students pursuing same courses and incomplete disbursement.
As per the Director of Social Justice & Employment and Tribal affairs, AAPSU said, it happened due to 'technical' reason and 'clerical error', which would be rectified soon.
"The technical and non technical students have been mixed up due to clerical errors. The Department would rectify the errors; but would do only of those genuine candidates, who have not availed state stipend," AAPSU informed quoting the SJETA Department.
AAPSU was also told by the department that complete amount would be disbursed to the students within the stipulated time as informed earlier, the release said.
The union appealed to the students for clam and urged them to cooperate with the concern officials for smooth disbursement of scholarship.
The Union also urged the student community not to raise hue and cry over the scholarship issue.

NAHARLAGUN, Jul 18: On the final day of the two days donation drive for Laptap landslide victims, hundreds of people came ahead to donate in the scorching heat at Takar Complex in Naharlagun.
From legislators to labourers, the final day of the donation drive saw equally enthusiastic donors as on Monday.
During the drive, a member of one of the victim's family, Nabam Tapung visited the media persons and interacted with them.
Organised by the Arunachal Press Club, Arunachal Pradesh Union of Working Journalists and Arunachal Electronic Media Association, the collected amount from the two days donation drive will soon be handed over to the affected families of the July 11 landslide, where at least 14 people were buried alive.
The state's press fraternity has thanked everyone for their generosity and for coming out in large numbers to support the victims of the landslide in Laptap.
Charging parking fee at RKMH not compulsory
ITANAGAR, Jul 18: Secretary of RK Mission Hospital, Itanagar has stated that charging of Rs 10 as parking fine inside the hospital compound is to check haphazard parking inside the compound.
He further informed that it was not compulsory to pay. However, if the security still forcefully charges the amount then the hospital authority will take legal action against the particular person.

DRDA staff to continue with indefinite strike
ITANAGAR, Jul 18: The indefinite pen and tool down strike launched by DRDA employees of the state entered the second day on July 18.
The Arunachal Pradesh unit of the All India DRDA Staff Welfare Association (AIDRDASWA) in a release stated that it will continue with its indefinite strike till the state government fulfils all its demands, which include immediate absorption of DRDA staff in line department, besides regular disbursement and drawl of DRDA staff salary through treasury bill in the line of government department.
The Association in a release on Tuesday, informed that it arrived at the decision during a meeting of state unit central executive members, wherein issues regarding ongoing agitation in various DRDAs of the state were discussed.
Further, the DRDA employees of Lower Dibang Valley district also informed that they would continue the strike, and abstain from official works until the demands were met.
Reports observing the strike were also received from Yingkiong (Upper Siang), Bomdila (West Kameng), Yupia (Papum Pare).

Girl student goes missing
NIRJULI, Jul 18: A class X student of Doimukh Higher Secondary School, Liyo Kamsi is missing from her D Sector, Nirjuli resident since afternoon of July 15.
She was staying with her relatives and was pursuing her education at GHSS Doimukh. One of her relatives, Yab Basu informed that they have been looking for her since July 15 but could not locate her and have lodged a police complaint.
The Nirjuli Police Station sources said that a missing case has been received and search operation is being conducted. Meanwhile the family and relatives of the girl have appealed for help from the citizens to trace her.
AUS Namsai inks agreement with Thai University
CHIANG MAI (Thailand), Jul 18: Arunachal University of Studies (AUS), Namsai on Tuesday inked an Agreement of Cooperation with Chiang Mai University (CMU) of Thailand in presence of Deputy Chief Minister of Arunachal Pradesh, Chowna Mein at Chiang Mai, Thailand.
The Agreement of Cooperation was signed to establish effective academic relations and to promote scientific relations through economic collaborations between the two institutions. The universities, CMU Chiang Mai& AUS Namsai agreed to promote and develop academic collaboration, including execution of joint research projects, seminars and conferences, among others.
The two universities had signed the agreement for a initial period of five years term.
Deputy Chief Minister, Chowna Mein termed the signing of agreement as 'noble venture' and said, "it is a very good beginning and it would open a gateway for building diplomatic relations between Arunachal Pradesh and Thailand in educational, cultural and health sectors too". Until recently, the art of making yarn from barks and extracting colours from plants was much prevalent. Presently, as yarn in desired colours are available abundant in the market, the art of making yarn and dyes is virtually lost.

Patterns and Loom: The economic impact of this deprivation on the common Idu Mishmi families, who still retain this art, would be colossal. In the race of production among the weavers, the native weavers will lose their source of income, as has already happened with the Assamese gamcha. Today, most of it is woven in Karnataka and brought to Assam.
The hurdle of weaving Idu Mishmi fabric designs is that they are tedious and time
consuming. It requires years of practice for adolescent girls, under gifted mother-
But all is not lost yet. These apprehensions can be checked by patenting this uniqueness of the Idu textile items and their designs. Patenting will give these objects their real identity, keep their history intact, maintain their uniqueness and authenticity and will also boost the business for the traditional weavers. It would also encourage more young women of coming generations to acquire mastery of skills in weaving the Idu textile items.

Social service conducted
AALO, Jul 18: As part of the effort to restore BSNL service, a daylong mass social service was conducted in the remote Gensi circle under the initiative of Circle Officer Tajum Ronya on Sunday last. This was necessitated as the BSNL poles and OFC in the stretch between Garu to Gensi spanning 22 kms were damaged due to incessant rainfall.
The OFC were found displaced and broken in various locations along the said stretch since last many days. Reportedly, BSNL staff is yet to visit to rectify the faults despite information being conveyed to them. Over a hundred people comprising of government employees, business community, public and students, worked the entire day beneath the scorching sun to clear the shrubs, and creepers that camouflage the OFC lines, besides placing the poles.
Further, in view of the deplorable state of road condition between Garu and Gensi due to massive landslides and erosions during the recent monsoon, prohibitory order restricting plying of heavy vehicles in this stretch of road till complete restoration has been issued. (DIPRO)

Fallen trees and uprooted bamboo grooves blocked the National Highway at Adi Leku portion, which is yet to be cleared. The storm also damaged many houses and schools in the area, besides causing severe damage to power transmission lines.

Students, public protest transfer of teacher
ITANAGAR, Jul 18: The student community and public of Tirbin administrative circle under West Siang district organized a rally in protest against sudden transfer of a trained graduate Hindi teacher (TGT) from Government Higher Secondary School, Tirbin.
Demanding cancellation of the transfer order, the protesters stated that the teacher has been transferred in violation of the standing transfer and posting norms and guidelines within three months from her joining in the school, informed West Siang DCC Marpin Basar in a release.

Higher Education Council meeting held
ITANAGAR, Jul 18: The 3rd meeting of Arunachal Pradesh State Higher Education Council (APSHEC) was held on Tuesday in the APSCTE Conference hall.
Speaking on the occasion, Minister Education Honchun Ngandam, who is also Chairperson APSHEC, stated that higher education is the best means for development of state and to bring social change in a society.
The road to development of the state can only be paved through strengthening the prevalent education system with modern technology and without compromising the quality of education, he exhorted. The Minister hoped that the deliberations and discussions held in the meeting will bear the fruits of betterment in the field of higher education in the state.
The Vice Chairperson of APSHEC and Parliamentary Secretary, Education Pani Taram said that he is happy to learn the progress and achievements made under RUSA. He opined that maximum schemes might be availed under RUSA for establishment of new institutions and strengthening of already established institutions. He also informed that in the view of exodus of students to outside state for pursuing degree in engineering courses, sufficient number of engineering colleges should be established in the state.
In his opening remarks, Member Secretary APSHEC cum Secretary Education, Bidol Tayeng said that meetings are of paramount importance for policy decisions, monitoring and evaluation of various parameters to foster the growth and standards of higher education in the State. He also called upon RUSA Project Directorate to ensure adequate availability of quality faculty in all higher educational institutions and their capacity building at all levels of employment.

AKKDSU resents CM & MoS Home for not visiting Kra Daadi
ITANAGAR, Jul 18: The All Kra Daadi District Student's Union (AKDDSU) has expressed resentment over MoS Home Kiren Rijiju and Chief Minister Pema Khandu's failure to visit Kra Daadi district during their recent visit to assess monsoon affected areas.
In a release, the AKKDSU claimed that heavy rainfall has caused massive devastation in the district and many circles remains cut off from the rest of the state due to road blockade.
The Union also alleged that electricity supply has been disrupted in several places and heavy damage has been caused to the crops. "It is noticed that MoS Home and Chief Minister visited all district affected by monsoon deluge while carrying out aerial survey but they avoided visiting our newly created district. Monsoon rain has badly affected our district. But why is the state government not concerned about us? We appeal to both CM and MoS Home to visit our district to assess damage," stated AKKDSU. Union also stated that condition of patients from several areas of the district is worsening due to road blockade.
The AKDDSU also requested MLAs Markio Tado and Takam Pario to extend help by releasing MLA LAD Fund for the poor victims of nature's wrath.
Further, they claimed that Deputy Commissioner Kra Daadi Pige Ligu is making all out efforts to restore damages inflicted on infrastructure but due to lack of machineries and shortage of fund, work has slowed down. The Union expressed hope that the state government will soon announce relief fund for Kra Daadi district at the earliest.

Dorjee Khandu Championship dates deferred
ITANAGAR, Jul 18: The 5th edition of the Dorjee Khandu Memorial State Open Badminton

Awareness campaign on excise acts held
ITANAGAR, Jul 18: A seminar cum awareness campaign on Excise acts and other relevant laws was conducted by District Administration Capital Complex, in collaboration with the Tax and Excise Department on Tuesday at the state Banquet Hall.
The programme was held with the motive to brief the basic excise acts and rules to the bar and IMFL retail owners of Capital Complex.
During the programme, views were exchanged and feedbacks were taken from the licensees. The Deputy Commissioner Itanagar Capital Complex Prince Dhawan, impressed upon them the need to follow the legal provisions and to abide by the law while running such outlets. He also sought their cooperation in implementing the rules. Acknowledging the importance of entertainment like nightlife in cities, the DC stressed that one should organise such things but only after going through all the legal provisions.
He further informed that there are application formats available for organising DJ nights and other such activities in the DC office for which permission has to be taken.

ROING, Jul 18: The Gorkha community residing in the district took part in a peace rally organised by the All Gorkha Welfare Society (AGWS) Roing, in collaboration with the All Arunachal Pradesh Gorkha Youth Welfare Association (AAPGYWA) on Sunday to show solidarity with their counterparts, who have been fighting for a separate state of Gorkhaland.

ITANAGAR, Jul 18: In a bid to bring transparency and accountability in governance as well as improve the quality of public service, Chief Minister Pema Khandu launched the CM's helpline number in presence of Deputy Chief Minister Chowna Mein and host of dignitaries at the state Banquet Hall on Monday.
Citizens can lodge and register their complaints online by dialling the number 155250 at the call centre set up by the Department of Information Technology & Communication.

AALO, Jul 18: A weeklong awareness programme on Disaster Management started on Monday from Nikte Secondary School, where teams consisting of DDMO Dorjee Nima, with the assistance of officials of Fire Station Aalo are giving useful tips and trainings to school children on safety measures that have to be adopted during natural disasters like fire, earthquake, floods etc.
Stress is being laid on timely response, surface rescue technique, value and use of CPR and other basic first aid techniques to the students. (DIPRO)

State govt testing patienceof capital denizen
Capital administration and Highway authorities are virtually testing the patience of the people of capital complex. Because of the washing away of portion of road along NH 415, traffic between Itanagar and Naharlagun has been made one way. Those coming from Naharlagun are diverted to Jullang road in order to reach Itanagar. But the condition of Jullang road is in horrible condition. Commuters using the said road are facing torrid time. Now it takes almost 3 hour to reach Itanagar using Jullang road. The horrific traffic congestion is becoming unbearable for the commuters.
There was hope that capital administration along with PWD highway will speed up the work for repairing of NH 415. But to the utter dismay of capital denizens so far no concrete steps has been initiated to start the repairing work. The weather condition has also improved and it has opened up window of opportunities for the department to carry out the repairing work. The worsening traffic situation is deeply frustrating the citizens. Government of Arunachal should be sensitive towards problems affecting its citizens. The way they are keeping mum on this issue, it seems like govt is least bother. Though the state is facing difficult time due to monsoon fury, Deputy CM Chowna Mein who also holds PWD portfolio is touring Thailand. There is not a single word from Chief Minister Pema Khandu regarding traffic chaos engulfing capital complex. The political bosses and bureaucrats are behaving as if nothing has happened. This callousness attitude hurts the sentiments of the people of capital complex.

When is road going to be repaired?
Dear Editor,
Through your esteemed daily, I want to have the kind attention of Executive Engineer, Highway and the Capital Complex adminstration. It has been almost two weeks that NH 415 is made one way.
Public has cooperated with the department with a belief that restoration of NH 415 will be done at earliest and small comfort we get in driving in NH will be returned. But to our dismay, we do not find a single machinery or men working on road restoration.
Are they waiting for more damage so that they can claim more money?
If it is going to be delayed further, allow us to take NH 415 for travelling to Itanagar. As Jullang road is at its worse, we are at receiving end in terms of fuel expenses and vehicle maintenance cost.

Misuse of Power
Dear Editor,
In the Childhood, I enjoy Musical Chair during the Independence and Republic Day.
Now, musical is being played in the department of health, Arunachal Pradesh.
The Govt cannot determine the senior and Junior among the doctors. Newly promoted to the post of SMO has been appointed as DRCHO. The SMO (SG) is deprived. What is the reason?
Now, department has seen appointment of many fake nurses.
The authority knows very well but did not take any drastic action against the erring officials and officers.
Fake doctor has been arrested immediately than why the fake nurses has not been arrested?
It is clearly known that department is involved in the matter.
So, I request the Chief Minister, Govt. of Arunachal Pradesh to take immediate action against the erring officials and officers who are involved and save life of people of Arunachal Pradesh.

Unaffordable tuition fees
Dear Editor,
Through the columns of your esteemed news paper, i would like to request the concerned authorities to kindly intervene in the overcharging of tuition fees by the government school teachers.
Few days ago, it was brought to my notice when my mother came back tired in the evening.
She told me that she paid all the money that she had for the month for my sister's tuition. The tuition fees was woofing Rs 1000 per subject. These are not just fees, these are atrocities commited by the teachers in such a gruesome and terrible ways to the family of student.
When i happened to be the student of class 11th science, there used to be a teacher who took fees in advance. Further, he used to threaten us that if anyone does not pay the fees in advance he should not have the audacity to come to tuition.
One day to my utter surprise, my friend was asked to pack his bag and go back to his home just because he didn't pay the fees in advance.
There are lots of such incidents that mentally frustrates the student and makes them focus on the money rather than studies.
The GoAP pays them salary that is enough to live a lavish lifestyle, then why do they deliberately want so much money?
These are people that fracture the economy of the state and lure the innocent tribal from poverty to extreme proverty.
My point here is not to criticize the teachers but to make them understand not everyone can afford their fees. Make teaching a hobby not business.
Therefore, i would like to request Students organisation, parents and other concerned authorities to kindly look into the matter so that the fees are affordable.

Some suggestions for teachers recruitment
Dear Editor,
Through your esteemed daily, I would like to suggest some of my views regarding the regularisation of SSA Teachers.
As a concerned citizen of this beautiful state, I would like to see the concern department to recruit the most qualified and deserving candidate in education sector.
So as a concerned citizen of Arunachal Pradesh, I would like to suggest Education
department to find out a mechanism to regularise all the in-
Firstly, TET passed should be a minimum criteria to become a teacher as per present NCTE norms. Secondly, inservice SSA Teacher serving under govt of Arunachal Pradesh should be provided special age relaxation to appear for APTET.
Thirdly, strictly follow the TET Paper, such as paper-
Lastly, I request the concern authority to speed up the regularisation process and adopt a fair means to recruit teachers.
