Centre approves Rs 103.30 cr in flood aid for Arunachal

NEW DELHI, Jul 18: The central government today approved Rs 132 crore for Arunachal Pradesh and Nagaland as assistance for flash floods and landslides that occurred during 2016-17.

A meeting of a high-level committee, headed by Home Minister Rajnath Singh, approved the assistance of Rs 103.30 crore for Arunachal Pradesh, including Rs 81.69 crore from the National Disaster Relief Fund (NDRF) and Rs 21.61 crore from National Rural Drinking Water Programme (NRDWP).

The committee also approved Rs 28.60 crore for Nagaland, including Rs 25.89 crore from the National Disaster Relief Fund (NDRF) and Rs 2.71 crore from National Rural Drinking Water Programme (NRDWP), an official release said.

Union Finance Minister Arun Jaitley, Union Agriculture Minister Radha Mohan Singh, Union home secretary Rajiv Mehrishi and senior officers of the ministries of home, finance and agriculture attended the meeting. (PTI)

ITANAGAR, Jul 18: The SJETA Department has said that those who applied for scholarships under the Post Matric scheme of the Ministry of Tribal Affairs need not worry about funds being diverted and that it will be released with fulfilment of formalities by the government.

Transfer of scholarship is through Direct Benefit Transfer-from Bank Account of the Government of Arunachal Pradesh to the bank account of the beneficiary.

Meanwhile, the Joint Interim Committee (JIC) has threatened to organized highway 'Chakka Jam' in front of the Civil Secretariat on July 20 to register its protest against alleged anomaly in disbursement of students' scholarships.

The unspent balance shall remain in the Government Treasury and is accounted for by the Government of India in future releases, the department said.

The department also informed that there are about 2000 students out of 22564 applicants whose names are being verified from the lists provided by the Directorate of Higher & Technical Education and the scholarship shall be disbursed shortly. There is no requirement of NOC.

However, some students who have SBI Accounts have given incorrect A/C Nos. or Accounts that has been closed, for which a list is displayed on the notice board of SJETA Department and also  available at www. arunachalpradesh.gov.in.

 Applicants should provide correct Bank Account numbers and activate their dormant accounts at the earliest to get their stipends.

For students who have A/Cs in Banks other than SBI, Scholarships have been sanctioned and the credit shall reach by 21/7/2017.

There are 290 students who have applied from more than one college simultaneously and are therefore ineligible.

1463 number of Students have taken NOC from SJETA Department to avail stipend from Higher& Technical Education department  hence will not avail scholarship.

The department further said that those who have instances of difference between scholarship released and entitlement as applicable for 2016-17 should check the government website for details or get in touch with the department.

JIC in its complaint letter addressed to the Chief Minister and Secretary (SJETA) stated that the Secretary and Director of SJETA had promised in a meeting on July 3 that the scholarship amounts will be disbursed as per the norms. But the students are being provided scholarship of Rs 4,000, 9,000, 17,000, 50,000, 59,000 as against the norms.

As per norms, JIC claimed, Rs 26,000 for non technical students, Rs 53,000 to 63,000 for technical students, LLB etc., Rs 65,000 and above for medical and nursing students should have been provided.

Meanwhile, All Arunachal Pradesh Students' Union (AAPSU) has enquired about the reported disparity in disbursement of scholarships to students pursuing same courses and incomplete disbursement.

As per the Director of Social Justice & Employment and Tribal affairs, AAPSU said, it happened due to 'technical' reason and 'clerical error', which would be rectified soon.

"The technical and non technical students have been mixed up due to clerical errors. The Department would rectify the errors; but would do only of those genuine candidates, who have not availed state stipend," AAPSU informed quoting the SJETA Department.

AAPSU was also told by the department that complete amount would be disbursed to the students within the stipulated time as informed earlier, the release said.

The union appealed to the students for clam and urged them to cooperate with the concern officials for smooth disbursement of scholarship.

The Union also urged the student community not to raise hue and cry over the scholarship issue.

 

 

 

APCC announces 12-hr Capital Complex Bandh

ITANAGAR, Jul 18: The Arunachal Pradesh Congress Committee (APCC) has announced 12-hour Capital Complex bandh on July 21 in protest against the state government's inordinate delay in relieving Chief Secretary In-Charge Satya Gopal.

The APCC had served the state government an ultimatum of 48-hours on July 12 to relieve the officials for his alleged role in the postponement of bye-election to Pakke-Kessang Assembly Constituency and threatened to launch a series of bandh call, if its demand was not met.

Essential and emergency services, such as fire, ambulance, water tanker, magistrate on duty, persons engaged in road, electricity and telecommunication restoration works, and those engaged in relief and rescue operation, and police and paramilitary forces have been exempted from the purview of the bandh, which will be effected from 6 AM.

 

 

 

Media fund raiser for Laptap landslide victims

NAHARLAGUN, Jul 18: On the final day of the two days donation drive for Laptap landslide victims, hundreds of people came ahead to donate in the scorching heat at Takar Complex in Naharlagun.

From legislators to labourers, the final day of the donation drive saw equally enthusiastic donors as on Monday.

During the drive, a member of one of the victim's family, Nabam Tapung visited the media persons and  interacted with them.

Organised by the Arunachal Press Club, Arunachal Pradesh Union of Working Journalists and Arunachal Electronic Media Association, the collected amount from the two days donation drive will soon be handed over to the affected families of the July 11 landslide, where at least 14 people were buried alive.

The state's press fraternity has thanked everyone for their generosity and for coming out in large numbers to support the victims of the landslide in Laptap.

 

 

 

Charging parking fee at RKMH not compulsory

ITANAGAR, Jul 18: Secretary of RK Mission Hospital, Itanagar has stated that charging of Rs 10 as parking fine inside the hospital compound is to check haphazard parking inside the compound.

He further informed that it was not compulsory to pay. However, if the security still forcefully charges the amount then the hospital authority will take legal action against the particular person.

He informed this to a team of Arunachal Law Students' Union (ALSU) when they visited the hospital recently.

Further, ALSU Convenor, KL Nayam has appealed to the general public to cooperate with the RK Mission Hospital in maintaining order in the hospital premises.

 

 

 

7 days ultimatum served to CM

ITANAGAR, Jul 18:  The Save Mon Region Forum (SMRF) has on Tuesday served a seven-day ultimatum to the Chief Minister urging him to issue orders for immediate roll back of NHPC Stage-I and II Hydro Power Project from Tawang.

SMRF President, Lobsang Phontso in the ultimatum stated that the general public had earlier rejected the project during a meeting held on February 14 last under the chairmanship of Padmashree HE Thegtse Rinpoche and presence of Lumla MLA Jambey Tashi, Tawang MLA Tsering Tashi, along with Deputy Commissioner, PRI leaders, gaon burahs and all land-affected people.

'Closure report of NHPC Hydro Electric Power Projects in Tawang district was also submitted to the Chief Minister by Thegtse Rinpoche last month. However, no steps have been initiated so far to cancel the NHPC Stage - I & II power extraction activities from Tawang district,' rued the SMRF president and threatened to resort to democratic action in case the Forums' demand is not met within the stipulated time.

 

 

 

Driver with excavator swept away by mudslide

ZIRO, Jul 18: The driver engaged in a road clearance work was swept away  by mudslide along with the excavator (Folkland machine) he was operating at Tajgi under Raga Sub-division, around 25 km from Ziro, early this morning.

Police personnel engaged by the district administration are yet to get a trace of the missing driver, who is feared dead.

The machine, which belonged to one Khyoda Apik, was engaged for road clearance work. (DIPRO)

 

 

 

DRDA staff to continue with indefinite strike

ITANAGAR, Jul 18: The indefinite pen and tool down strike launched by DRDA employees of the state entered the second day on July 18.

The Arunachal Pradesh unit of the All India DRDA Staff Welfare Association (AIDRDASWA) in a release stated that it will continue with its indefinite strike till the state government fulfils all its demands, which include immediate absorption of DRDA staff in line department, besides regular disbursement and drawl of DRDA staff salary through treasury bill in the line of government department.

The Association in a release on Tuesday, informed that it arrived at the decision during a meeting of state unit central executive members, wherein issues regarding ongoing agitation in various DRDAs of the state were discussed.

Further, the DRDA employees of Lower Dibang Valley district also informed that they would continue the strike, and abstain from official works until the demands were met.

Reports observing the strike were also received from Yingkiong (Upper Siang), Bomdila (West Kameng), Yupia (Papum Pare).

 

 

 

Entry of heavy vehicle restricted

ITANAGAR, Jul 18: To facilitate communication through Barapani bridge, Naharlagun, Capital Complex Deputy Commissioner Prince Dhawan, vide an order has directed the SP Capital Complex to restrict heavy vehicles carrying heavy loads over 20 MTs from making entry into the said bridge with immediate effect. He has also directed the EE (Highway) to raise the height of the Iron Bar placed near Barapani Bridge to 10 feet. The DC has appealed to the public to cooperate with the District Administration and hoped that such modifications would help ease traffic congestion at the bridge.

 

 

 

Girl student goes missing

NIRJULI, Jul 18: A class X student of Doimukh Higher Secondary School, Liyo Kamsi is missing from her D Sector, Nirjuli resident since afternoon of July 15.

She was staying with her relatives and was pursuing her education at GHSS Doimukh. One of her relatives, Yab Basu informed that they have been looking for her since July 15 but could not locate her and have lodged a police complaint.

The Nirjuli Police Station sources said that a missing case has been received and search operation is being conducted. Meanwhile the family and relatives of the girl have appealed for help from the citizens to trace her.

 

 

 

AUS Namsai inks agreement with Thai University

CHIANG MAI (Thailand), Jul 18: Arunachal University of Studies (AUS), Namsai on Tuesday inked an Agreement of Cooperation with Chiang Mai University (CMU) of Thailand in presence of Deputy Chief Minister of Arunachal Pradesh, Chowna Mein at Chiang Mai, Thailand.

The Agreement of Cooperation was signed to establish effective academic relations and to promote scientific relations through economic collaborations between the two institutions. The universities, CMU Chiang Mai& AUS Namsai agreed to promote and develop academic collaboration, including execution of joint research projects, seminars and conferences, among others.

The two universities had signed the agreement for a initial period of five years term.

Deputy Chief Minister, Chowna Mein termed the signing of agreement as 'noble venture' and said, "it is a very good beginning and it would open a gateway for building diplomatic relations between Arunachal Pradesh and Thailand in educational, cultural and health sectors too". He asserted that there is growing emphasize on the Govt of India to build relations with the ASEAN countries through its Act East Policy by linking connectivity with the North Eastern States which would promote such academic  & cultural exchange programs and foster economic development in the region.

Shirish Jain, Consulate of India at Chiang Mai (Thailand) hailed the signing of Agreement of Cooperation between the two Universities saying that coming together of India and Thailand is the need of the hour.

Prof Emeritus Avudh Srisukri, Vice-Chairman of the University Council cum Acting President of CMU, Chiang Mai said that the Agreement is very important among the two universities and expressed hope that it will produce positive results.

Dr Ashwani Lochan, President AUS Namsai who is also a member of World Education Mission said that it is a big opportunity to be partner with a renowned university in Thailand as there are different competencies, which would be beneficial for overall growth of both the universities.    

Altogether 66 delegates of Tai Communities from North East Region participated in the Conference on Thai Studies at the Chiang Mai Exhibition and Convention Center which was held from July 15 to 18.  The theme for the 13th International Conference on Thai Studies was "Globalized Thailand: Connectivity, Conflict and Conundrums of Thai Studies" reflecting the current social transformation and predicaments in Thai Society. The delegates from Arunachal Pradesh presented papers on "Socio-Cultural Factors and Attitudes Affecting the Health Status of Tai-Khamti Community: A Study of Tai-Khamti Community in Arunachal Pradesh.

 

 

 

Will our textiles outlive us to tell our history?

Idu Mishmi woven items are today some of the most popular textiles among Arunachali women. This legacy has been transferred through the ages from our great grandmothers who have generally contributed to the unique art. Until recently, the art of making yarn from barks and extracting colours from plants was much prevalent. Presently, as yarn in desired colours are available abundant in the market, the art of making yarn and dyes is virtually lost.

Not only the Idu women, but other local communities and tourists also get attracted towards the unique and intricate designs of wrap-arounds and bags in bright colours.  Because of their popularity, other communities have very dextrously learned the patterns and are making them. Now, many mixed patterns are widely available in the market. It is a matter of great concern that these patterns, which are unique and specific to the tribe is getting no longer identified with Idu Mishmis. In the days to come, it will merely be 'a beautiful tribal fabric' without the real identity and history of the community that created it. The names, that every single pattern is marked with, like aphujuloko, shumu, palithroloko, aphujuaatapra etc, will be lost.

Patterns and Loom: The economic impact of this deprivation on the common Idu Mishmi families, who still retain this art, would be colossal. In the race of production among the weavers, the native weavers will lose their source of income, as has already happened with the Assamese gamcha. Today, most of it is woven in Karnataka and brought to Assam.

The hurdle of weaving Idu Mishmi fabric designs is that they are tedious and time consuming. It requires years of practice for adolescent girls, under gifted mother-weavers, to develop adeptness and exactness in designs. Unfortunately, the present system of school education in Arunachal- whether it is private schools or government schools - stresses only on textbooks and scoring 'numbers', wholly leaving out hands-on-skills and handicrafts that once our tribal communities were renowned for. The result is a strong discouragement of youth to learning making of traditional craft items, especially textiles. Once the knowledge of weaving is lost from a community, it will be almost difficult for the tribe to prove their ownership over the textiles and their unique heritage that helped evolve these exquisite art-forms.

But all is not lost yet. These apprehensions can be checked by patenting this uniqueness of the Idu textile items and their designs. Patenting will give these objects their real identity, keep their history intact, maintain their uniqueness and authenticity and will also boost the business for the traditional weavers. It would also encourage more young women of coming generations to acquire mastery of skills in weaving the Idu textile items.

How do we go about this? Many items like Basmati rice, Tirupati Laddu, Kolhapuri Chappals, Tripura queen pine-apples, Naga shawls, Banarasi silk have already got their Geographical Indication (GI) registration done, giving them a permanent status in the international cultural history and business markets. By doing so, the producer gets identity as an authentic manufacturer. As GI gives rights for the producer or trader who come under value chain a quality control mechanism will be implemented which will ensure the genuine product to the customer. The GI tag will ensure the authentic and quality product for the customer, which in turn will enhance the premium value of the registered goods. There are several agencies like Government departments and NGOs who are trying to develop awareness among the indigenous communities and motivate them to form a group and apply for GI registration.

It is time the educated elite in the community and the expert women weavers come together to get the Idu Mishmi textiles their urgently needed Geographical Indication (GI) registration.

Social service conducted

AALO, Jul 18:  As part of the effort to restore BSNL service, a daylong mass social service was conducted in the remote Gensi circle under the initiative of Circle Officer Tajum Ronya on Sunday last. This was necessitated as the BSNL poles and OFC in the stretch between Garu to Gensi spanning 22 kms were damaged due to incessant rainfall.

The OFC were found displaced and broken in various locations along the said stretch since last many days. Reportedly, BSNL staff is yet to visit to rectify the faults despite information being conveyed to them. Over a hundred people comprising of government employees, business community, public and students, worked the entire day beneath the scorching sun to clear the shrubs, and creepers that camouflage the OFC lines, besides placing the poles.

Further, in view of the deplorable state of road condition between Garu and Gensi due to massive landslides and erosions during the recent monsoon, prohibitory order restricting plying of heavy vehicles in this stretch of road till complete restoration has been issued. (DIPRO)

 

 

 

Storm lashes Ruksin area

RUKSIN, Jul 18: A strong storm, accompanied by thunder shower lashed Ruksin area and adjoining Jonai of Assam on Sunday midnight, leaving a trail of devastation.

Fallen trees and uprooted bamboo grooves blocked the National Highway at Adi Leku portion, which is yet to be cleared. The storm also damaged many houses and schools in the area, besides causing severe damage to power transmission lines.

Students, public protest transfer of teacher

ITANAGAR, Jul 18: The student community and public of Tirbin administrative circle under West Siang district organized a rally in protest against sudden transfer of a trained graduate Hindi teacher (TGT) from Government Higher Secondary School, Tirbin.

Demanding cancellation of the transfer order, the protesters stated that the teacher has been transferred in violation of the standing transfer and posting norms and guidelines within three months from her joining in the school, informed West Siang DCC Marpin Basar in a release.

The protesters, alleged involvement of some Panchayat leaders in the transfer of the teacher.

 

 

 

CM agrees in principle to construct alternative bridge over Kameng

ITANAGAR, Jul 18: Chief Minister Pema Khandu in-principle agreed to construct an alternative bridge over Kameng River at Seppa, informed the East Kameng Social Welfare & Cultural Organization (EKSWCO).

The Chief Minister agreed to construct the bridge, when a team of EKSWCO members met him on Tuesday and submitted a two-point memorandum.

The Chief Minister has further requested the MLAs of both Seppa East and West to submit a joint note for further necessary action.

The EKSWCO further informed that the Chief Minister, responding to the other point of the memorandum, agreed in principle to grant fund for organization of Kameng River Festival  2017 in East Kameng. He assured that the festival would be made to a calendar event of the state government.

The team also met Home Minister Kumar Waii and requested him to post an IPS officer as SP at Seppa. The district is without an SP since July 1, 2017 after the retirement of the former SP on superannuation, the EKSWCO said, while informing that the Home Minister has assured to post an SP in the district within a week.

 

 

 

Higher Education Council meeting held

ITANAGAR, Jul 18: The 3rd meeting of Arunachal Pradesh State Higher Education Council (APSHEC) was held on Tuesday in the APSCTE Conference hall.

Speaking on the occasion, Minister Education Honchun  Ngandam, who is also Chairperson APSHEC,  stated that higher education is the best means for development of state and to bring social change in a society.

The road to development of the state can only be paved through strengthening the prevalent education system with modern technology and without compromising the quality of education, he exhorted. The Minister hoped that the deliberations and discussions held in the meeting will bear the fruits of betterment in the field of higher education in the state.

The Vice Chairperson of APSHEC and Parliamentary Secretary, Education Pani Taram said that he is happy to learn the progress and achievements made under RUSA. He opined that maximum schemes might be availed under RUSA for establishment of new institutions and strengthening of already established institutions. He also informed that in the view of exodus of students to outside state for pursuing degree in engineering courses, sufficient number of engineering colleges should be established in the state.

In his opening remarks, Member Secretary APSHEC cum Secretary Education, Bidol Tayeng said that meetings are of paramount importance for policy decisions, monitoring and evaluation of various parameters to foster the growth and standards of higher education in the State. He also called upon RUSA Project Directorate to ensure adequate availability of quality faculty in all higher educational institutions and their capacity building at all levels of employment.

Director, Higher &Technical Education cum SPD, RUSA Dr. Tayek Talom in his address said that higher education should result in value building, social justice, equal opportunity and democracy.

The Council Members were satisfied with the progress and achievements made under the RUSA programme in the State. The Council also appreciated the hard work and proactive role played by the State Project Directorate in implementing the Central Flagship programme on Higher Education. The Council also approved the proposed action plan for the year 2017-18 and road map for the complete plan period (2017-22) and suggested that timely submission of UCs from the beneficiary institutions be ensured for early release of subsequent funds from the Ministry.

 

 

 

AKKDSU resents CM & MoS Home for not visiting Kra Daadi

ITANAGAR, Jul 18: The All Kra Daadi District Student's Union (AKDDSU) has expressed resentment over MoS Home Kiren Rijiju and Chief Minister Pema Khandu's failure to visit Kra Daadi district during their recent visit to assess monsoon affected areas.

In a release, the  AKKDSU claimed that heavy rainfall has caused massive devastation in the district and many circles remains cut off from the rest of the state due to road blockade.

The Union also alleged that electricity supply has been disrupted in several places and heavy damage has been caused to the crops. "It is noticed that MoS Home and Chief Minister visited all district affected by monsoon deluge while carrying out aerial survey but they avoided visiting our newly created district. Monsoon rain has badly affected our district. But why is the state government not concerned about us? We appeal to both CM and MoS Home to visit our district to assess damage," stated AKKDSU.  Union also stated that condition of patients from several areas of the district is worsening due to road blockade.

The AKDDSU also requested MLAs Markio Tado and Takam Pario to extend help by releasing MLA LAD Fund for the poor victims of nature's wrath.

Further, they claimed that Deputy Commissioner Kra Daadi Pige Ligu is making all out efforts to restore damages inflicted on infrastructure but due to lack of machineries and shortage of fund, work has slowed down. The Union expressed hope that the state government will soon announce relief fund for Kra Daadi district at the earliest.  

 

 

 

Disaster awareness programme launched

TEZU, Jul 18: Two weeks community awareness programme on disaster management was launched in Tezu on July 18, organized by the District Disaster Management Authority Lohit, in collaboration with 12th Bn NDRF, Doimukh.

District Disaster Management Officer, Damchen Norbu informed the house that Lohit district is one of the most flood-affected districts in the state. "Lohit district falls under seismic V, and therefore, vulnerability of the district to disaster is higher in comparison to other districts of the state", Norbu said.

It was also informed that the two-week long awareness programme from July 18 to 27 will cover Tezu, Sunpura and Wakro circles.

The NDRF team, headed by Inspector Upen Ch Nath and Sub Inspector Md Nausad Khan gave detail presentations on their composition, role and responsibility in their area of operation.

Further, the NDRF team gave a presentation cum demonstration on earthquake safety, techniques of search and rescue, and methods of pre-hospital treatment during disasters.

The team also presented drill on cardiopulmonary resuscitation (CPR), choking, excess bleeding, fire safety, road accident safety and flood safety.

At the end of the programme, there was a display of search and rescue equipments and other disaster-related equipment, which are of high importance for the district level officers, who are the first responders during an event of a disaster in the district.

To acquaint the students with safety tips, all the higher secondary and secondary schools of the district will be covered under the programme. (DIPRO)

 

 

 

Dorjee Khandu Championship dates deferred

ITANAGAR, Jul 18: The 5th edition of the Dorjee Khandu Memorial State Open Badminton Championship-2017, which was scheduled to be held from August 2 to 6 next at the state's capital, has been postponed by a week's time.

The tournament would now be held from August 9 to 12 next.  

This was informed by Arunachal State Badminton Association (ASBA), Joint Secretary (tournament) Nich Bapu on Tuesday, who cited that the reason to defer the tournament was due to the Badminton Association of India (BAI), changing its tournament calendar event.

Accordingly, the last date of entry has also been rescheduled to July 29 instead of 28 and the date for withdrawal of entry is August 1.

Meanwhile, the ASBA is also set to organize a "Badminton Umpire Clinic cum Examination (State Grade-II)" for those who are interested in being an adjudicator of the sport.

The association has appealed to all its district units to send at least one representative for the said examination which would be held from August 7 to 9 next.    

The examination will be supervised by international badminton referee, H Gyaneswor Singh.

 

 

 

Awareness campaign on excise acts held

ITANAGAR, Jul 18: A seminar cum awareness campaign on Excise acts and other relevant laws was conducted by District Administration Capital Complex, in collaboration with the Tax and Excise Department on Tuesday at the state Banquet Hall.  

The programme was held with the motive to brief the basic excise acts and rules to the bar and IMFL retail owners of Capital Complex.

During the programme, views were exchanged and feedbacks were taken from the licensees. The Deputy Commissioner Itanagar Capital Complex Prince Dhawan, impressed upon them the need to follow the legal provisions and to abide by the law while running such outlets. He also sought their cooperation in implementing the rules. Acknowledging the importance of entertainment like nightlife in cities, the DC stressed that one should organise such things but only after going through all the legal provisions.

He further informed that there are application formats available for organising DJ nights and other such activities in the DC office for which permission has to be taken.

Earlier, EAC (Judicial) Capital Complex Kiran Ningo briefed about the motive of the programme.

Gorkhas in Roing take out peace rally

ROING, Jul 18: The Gorkha community residing in the district took part in a peace rally organised by the All Gorkha Welfare Society (AGWS) Roing, in collaboration with the All Arunachal Pradesh Gorkha Youth Welfare Association (AAPGYWA) on Sunday to show solidarity with their counterparts, who have been fighting for a separate state of Gorkhaland.

Members of AGWS, Aman Ghimire, Sanju Gurung, Suraj Sonar and Santosh Chetry from AAPGYWA, apprised the participants about the aims and objectives of the rally, and spoke in detail about the grievances faced by the Gorkhas of India.

The rally was conducted with due permission from the DA, and local bodies of IMCLS and AIMSU.

 

 

 

Meeting on CM schemes

ITANAGAR, Jul 18: Lower Dibang Valley district Deputy Commissioner, Deepak Sindhe briefed the administrative officers, managers of all the banks, officers from Agriculture and Textile & Handicraft departments about the Chief Minister's Krishi Rinn Yojana, Deen Dayal Upanhaya Bunker Yojana, Deen Dhayal Upadhaya Swalamban Yojana on July 18.

Tentative target allocation has been given to the seven administrative circles on the basis of population for the first two schemes. The DC also requested all the circle officers and bank officers to educate the people about the schemes and help them to avail it. The loan application format and details regarding the schemes can be availed from the circle officer, DPO office and bank in the respective districts.

 

 

 

PS sanctions funds for restoring hanging bridges

ITANAGAR, Jul 18: Parliamentary Secretary for Transport, Supply & Transport Likha Saaya has sanctioned Rs 20 lakhs for restoring the Takampassa hanging bridge and F-sector Yazali hanging bridge to New Yazali hanging bridge and assured to find an alternative road to Yazali bridge.

He gave the assurance after a group of PRI members, gaon burahs and senior citizens of four Anchal segments - Takampassa, Yoizath, Rubdi and Kuchkut called on him on Saturday last and submitted a three-point memorandum, apprising him about damages caused to roads and standing crops due to torrential rain in the said areas.

The Parliamentary Secretary also assured to sanction funds from his MLA LAD fund for the construction of RCC bridge over River Panyor within the financial year.

 

 

 

CM's helpline number launched

ITANAGAR, Jul 18: In a bid to bring transparency and accountability in governance as well as improve the quality of public service, Chief Minister Pema Khandu launched the CM's helpline number in presence of Deputy Chief Minister Chowna Mein and host of dignitaries at the state Banquet Hall on Monday.

Citizens can lodge and register their complaints online by dialling the number 155250 at the call centre set up by the Department of Information Technology & Communication.

The executives would file the public complaints or grievances at CPGRAMS portal and submit it to the state government. Once grievances are filed, citizens will receive a confirmation text message (SMS).

 

 

 

Dissing-Passo facing irregular power supply

Namorah, Jul 18:  Informing that the people of Dissing-Passo/Namorah Circle under East Kameng district have been facing much difficulty due to irregular power supply, Gaon Burah of Dipik village, Taya Bagang has in a letter to the Chief Engineer, Power (Western zone) appealed to him to initiate quick measures to ensure proper power supply in the said area.

'Since the past few years, power supply has remained irregular in the area. On enquiry we were informed by the authorities at the power house in Hollongi that the transformer at Dissing-Passo Power Station does not have the required capacity to supply power for a regular period', claimed the Gaon Burah, adding that despite repeated pleas to the CE regarding the issue, no action has been initiated so far.

 

 

 

'Introduce commerce stream at GHSS Longding'

ITANAGAR, Jul 18: Informing that the Government Higher Secondary School, Longding does not have a commerce stream, the Longding District Students' Union (LDSU) has in a representation addressed to the Minister Education & Libraries on Tuesday sought introduction of the said stream in the school at the earliest.

'GHSS Longding is one of the oldest and prominent institutions of the district. Since its inception in 1962, the school has produced many officers, prominent leaders and social activist. However, the same school is yet to introduce a commerce stream for the students', the LDSU said in a release.  

 

 

 

Labour union submits memo to Governor

ITANAGAR, Jul 18: In an 11-point memorandum submitted to Arunachal Pradesh Governor, the All Arunachal Pradesh Labour Union (AAPLU) has appealed to him to look into the genuine grievances of the labour community and take early steps to redress the same.

The union's various demands and issues include; regularization of senior most casual employees or implementation of VRS, immediate halt on regularization of casual employees on pick and chose method, strict implementation of labour welfare board scheme, establishment of separate school for the children of labourers, besides separate hospital/dispensary centre for labour communities in every district of the state, establishment of a labour co-operative centre for labour communities in every district, reservation of 75 percent seats in category of group C and D posts in favour of contingency/casual worker, inclusion of rights of representation AAPIU members in DPC meeting, right to conduct head counting system in every department, and creation of AP Unorganized Sector Labour Welfare Board.

 

 

 

KVK organised vocational training for females

ITANAGAR, Jul 18: A vocational training programme for female SHG members on empowerment of women in agriculture was organized by the Krishi Vigyan Kendra, Lower Dibang Valley at its office at Balek village on July 18, sponsored by Deputy Director, ICDS Cell.

Deputy Director-ICDS Cell Savithri Kamti, who inaugurated the training, suggested the women SHGs members to actively participate in different departmental capacity building programmes for acquiring various skills and knowledge required in agriculture for better production and economic returns.

 

 

 

Weeklong awareness campaign begins

AALO, Jul 18: A weeklong awareness programme on Disaster Management started on Monday from Nikte Secondary School, where teams consisting of DDMO Dorjee Nima, with the assistance of officials of Fire Station Aalo are giving useful tips and trainings to school children on safety measures that have to be adopted during natural disasters like fire, earthquake, floods etc.

Stress is being laid on timely response, surface rescue technique, value and use of CPR and other basic first aid techniques to the students. (DIPRO)

State govt testing patienceof capital denizen

Capital administration and Highway authorities are virtually testing the patience of the people of capital complex. Because of the washing away of portion of road along NH 415, traffic between Itanagar and Naharlagun has been made one way. Those coming from Naharlagun are diverted to Jullang road in order to reach Itanagar. But the condition of Jullang road is in horrible condition. Commuters using the said road are facing torrid time. Now it takes almost 3 hour to reach Itanagar using Jullang road. The horrific traffic congestion is becoming unbearable for the commuters.

There was hope that capital administration along with PWD highway will speed up the work for repairing of NH 415. But to the utter dismay of capital denizens so far no concrete steps has been initiated to start the repairing work. The weather condition has also improved and it has opened up window of opportunities for the department to carry out the repairing work. The worsening traffic situation is deeply frustrating the citizens. Government of Arunachal should be sensitive towards problems affecting its citizens. The way they are keeping mum on this issue, it seems like govt is least bother. Though the state is facing difficult time due to monsoon fury, Deputy CM Chowna Mein who also holds PWD portfolio is touring Thailand. There is not a single word from Chief Minister Pema Khandu regarding traffic chaos engulfing capital complex. The political bosses and bureaucrats are behaving as if nothing has happened. This callousness attitude hurts the sentiments of the people of capital complex.

When is road going to be repaired?

Dear Editor,

Through your esteemed daily,  I want to have the kind attention of Executive Engineer, Highway and the Capital Complex adminstration. It has been almost two weeks that NH 415 is made one way.

Public has cooperated with the department with a belief that restoration of NH 415 will be done at earliest and small comfort we get in driving in  NH will be returned. But to our dismay, we do not find a single machinery or men working  on road restoration.

Are they waiting for more damage so that they can claim  more money?

If it is going to be delayed further,  allow us to take NH 415 for travelling to Itanagar. As Jullang road is at its worse, we are at receiving end in terms of fuel expenses and vehicle maintenance cost.

Misuse of Power

Dear Editor,  

In the Childhood, I enjoy Musical Chair during the Independence and Republic Day.

Now, musical is being played in the department of health, Arunachal Pradesh.

The Govt cannot determine the senior and Junior among the doctors. Newly promoted to the post of SMO has been appointed as DRCHO. The SMO (SG) is deprived. What is the reason?

Now, department has seen appointment of many fake nurses.

The authority knows very well but did not take any drastic action against the erring officials and officers.

Fake doctor has been arrested  immediately than why the fake nurses has not been arrested?

It is clearly known that department  is involved in the matter.

So, I request the Chief Minister, Govt. of Arunachal Pradesh to take immediate action against the erring officials and officers who are involved and  save life of people of Arunachal Pradesh.

Unaffordable tuition fees

Dear Editor,

Through  the columns of your esteemed news paper, i would like to request the concerned authorities to kindly intervene in the overcharging of tuition fees by the government school teachers.

Few  days ago, it was brought to my notice when my mother came back tired in the evening.

She told me that she paid all the money that she had for the month for my sister's tuition. The tuition fees was woofing Rs 1000 per subject. These are not just fees, these are atrocities commited by the teachers in such a gruesome and terrible ways to the family of student.

When i happened to be the student of class 11th science, there used to be a teacher who took fees in advance. Further, he used to threaten us  that if anyone does not pay the fees in advance he should not have the audacity to come to tuition.

One day to my utter surprise, my friend was asked to pack his bag and go back to his home just because he didn't pay the fees in advance.

There are lots of such incidents that mentally frustrates the student and makes them focus on the money rather than studies.

The GoAP pays them salary that is enough to live a lavish lifestyle, then why do they deliberately want so much money?

These are people that fracture the economy of the state and lure the innocent tribal from poverty to extreme proverty.

My point here is not to criticize the teachers but to make them understand not everyone can afford their fees. Make teaching a hobby not business.

Therefore, i would like to request Students organisation,  parents and other concerned authorities to kindly look into the matter so that the fees are affordable.

Some suggestions for teachers recruitment

Dear Editor,

Through your esteemed daily, I would like to suggest some of my views regarding the regularisation of SSA Teachers.

As a concerned citizen of this beautiful state, I would like to see the concern department to recruit the most qualified and deserving candidate in education sector.

So as a concerned citizen of Arunachal Pradesh, I would like to suggest Education department to find out a mechanism to regularise all the in-service SSA Teacher on certain terms and condition.

Firstly, TET passed should be a minimum criteria to become a teacher as per present NCTE norms. Secondly, inservice SSA Teacher serving under govt of Arunachal Pradesh should be provided special age relaxation to appear for APTET.

Thirdly,  strictly follow the TET Paper, such as paper-I and Paper-II.

Lastly, I request the concern authority to speed up the regularisation process and adopt a fair means to recruit teachers.
